Cotton duty relief: Textile industry welcomes import tax waiver, sees boost for exports and MSMEs - The Times of India
In a significant development for India's textile sector, the government has announced a waiver of customs duty and the Agriculture Infrastructure and Development Cess (AIDC) on cotton imports. This measure, effective from April 14, 2022, and remaining in force until September 30, 2022, aims to provide substantial relief to the industry by making raw cotton more affordable and bolstering export competitiveness.
Prior to this waiver, cotton imports were subject to a 5% Basic Customs Duty (BCD) and an additional 5% Agriculture Infrastructure and Development Cess (AIDC), resulting in a total duty incidence of 11%. With the new directive, importers bringing in cotton during the specified period will no longer incur these charges. This move addresses a long-standing demand from the textile industry, which has been grappling with rising cotton prices.
The duty relief is expected to have a broad positive impact across the textile value chain. Specifically, it is anticipated to benefit the textile industry as a whole, boost the competitiveness of exporters, and provide crucial support to Micro, Small & Medium Enterprises (MSMEs). By reducing the cost of a primary raw material, the waiver is designed to help stabilize cotton prices, improve profit margins for manufacturers, and ultimately enhance the global competitiveness of Indian textile products.
For importers and trade compliance officers, this means that all cotton imports cleared between April 14, 2022, and September 30, 2022, will be exempt from the previously applicable 11% total duty incidence. Importers should adjust their costing and sourcing strategies accordingly to leverage these temporary duty savings. It is crucial to ensure that all import documentation accurately reflects the zero-duty status during this period to avoid any discrepancies or delays at customs.
